EXPERIENCE BEHIND THE STRATEGY

Casey Rayborn Hicks
Founder & Principal
With more than 25 years of experience in communications and public affairs, Casey Rayborn Hicks brings a unique perspective forged through more than 25 years specifically in law enforcement and public safety communications and leadership. Her expertise is built on the reality of doing the work—navigating high-stakes environments from the inside, not just advising from the periphery.
Casey currently serves as Public Information Director for a premier law-enforcement agency serving one of Louisiana’s most populous parishes and continues to serve in an executive-level administrative leadership role. Her experience spans crisis and critical-incident communications, executive advising, media strategy, social media operations, internal communications, and organizational problem-solving. She has provided strategic guidance on policy, personnel matters, and technology operations, helping leadership navigate complex issues both publicly and internally.
Having led communications through major critical incidents, high-profile investigations, natural disasters, and periods of intense national media attention, Casey offers a seasoned hand in reputation protection and command coordination. Her background also includes state-government public information experience and teaching communications at the university level, ensuring every strategy is grounded in both professional excellence and academic rigor.
Code 4 is built on experience doing the work — not simply advising organizations about it from the outside.
